Expenditure for Formal Education, Slovenia, 2020
Total expenditure on formal education in 2020 6.6% higher than in 2019 representing 5.4% of GDP.
Public expenditure on formal education in 2020 was EUR 2,533 million (5.4% of GDP). Expenditure on educational institutions was higher than in 2019, while transfers to the private sector were lower. Total expenditure on educational institutions was EUR 2,698 million (5.75% of GDP), i.e. up by 6.2%.
In 2020, public expenditure on formal education in Slovenia amounted to EUR 2,533 million
Public expenditure on formal education in 2020 amounted to EUR 2,533 million or 5.4% of GDP. Compared to 2019, expenditure increased by 6.6% in nominal terms. The volume of public funds increased the most for tertiary and preschool education (by 9.9% and by 8.8%, respectively).

93% of public funds for formal education went directly to educational institutions. Compared to 2019, the volume of these funds increased by 7.6% in nominal terms. The main reason for such an increase in these expenditures was intervention measures adopted in response to the COVID-19 epidemic, as well as (especially at the level of basic education) the supplemented coverage of formal education institutions in the statistical survey on expenditure on formal education.
Public transfers to households and other private entities amounted to EUR 177 million and were nominally lower by 5.3% compared to 2019. They decreased at all levels of education, with the exception of higher education, where they increased by 6.8% mainly due to the one-time solidarity allowance paid to university students as part of intervention measures.
21.2% of total public expenditure was expenditure of the local government (municipalities) and the rest was central government expenditure. The majority of education expenditure in municipalities is intended for preschool and basic education. In 2020, municipalities contributed 87.8% of all public funds for preschool and 14.4% of all public funds for basic education.
Total, public, private and international expenditure on educational institutions in 2020 amounted to 5.75% of GDP
In 2020, EUR 2,698 million was spent on educational institutions, of which 94.4% for public and 5.6% for private educational institutions. 87.3% of all funds for educational institutions were public expenditure, 11.4% private expenditure and 1.3% expenditure or funds from international sources.
Compared to 2019, total private expenditure on educational institutions decreased (by 3.2%) due to a significant decrease in this expenditure in basic and preschool education as a consequence of the COVID-19 epidemic and distance education. However, private expenditure in upper secondary and tertiary education increased. The main reason for this increase was the supplemented coverage of educational institutions and the consideration of market revenues (tuition fees) in educational institutions that implement formal adult education programs.
In 2020, too, the share of private expenditure was the highest in preschool education (19.7%). In upper secondary education the share of this expenditure was 11.1%, and in tertiary education 14.4% of total expenditure on educational institutions.
The volume of funds for educational institutions from international sources increased by 7.2% in nominal terms. Three quarters of these funds went to tertiary education institutions.

Compared to 2019, total expenditure on educational institutions increased by 6.2% in nominal terms, the most at the level of tertiary education (by 14.6%). These expenditures, calculated per participant, amounted to EUR 6,426 and were 5.2% higher than in 2019. They increased in all levels of education, the most in tertiary education (nominally by 13.8%) and in upper secondary education (by 6.1%).

In the structure of total expenditure on educational institutions by level of education, expenditure on preschool education accounted for 19.5% or 1.12% of GDP, on basic education 42.8% or 2.46% of GDP, on upper secondary education 16.0% or 0.92% of GDP, and on tertiary education 21.7% or 1.25% of GDP.
Educational institutions spent EUR 2.67 billion on current and capital expenditure in 2020
Current expenditure in public and private educational institutions in 2020 amounted to EUR 2,471 million or 92.4% of total expenditure. The majority of current expenditure (80.8%) was earmarked for salaries and other employee benefits. Compared to 2019, this expenditure increased (by 8.4% in nominal terms), while expenditure on goods and services decreased (by 14.7%).
Capital expenditure increased compared to 2019 and amounted to EUR 204 million or 7.6% of total expenditure in 2020. 97% of investments were made in public and 3% in private educational institutions.
Total expenditure on formal education 4.4% higher than in 2019
Total expenditure on formal education, i.e public, private and international expenditure directly on educational institutions and household expenditure paid outside educational institutions (together with subsidies for this expenditure from the budget), amounted to EUR 2,901 million in 2020 (6.2% of GDP). EUR 203 million (7%) was the estimated expenditure of households paid outside educational institutions (estimated on the basis of the 2018 Household Budget Survey and the reduction in public subsidies to households in 2020 as a consequence of the COVID-19 epidemic).

METHODOLOGICAL NOTE
In 2020, there was a break in the time series. The coverage of public and private formal education institutions has been supplemented. In the case of educational institutions that implement formal, adult education programs, as part of revenues from private sources, revenues from market activities were additionally taken into account.
These changes mainly affect the increase in the amount of budget funds for educational institutions (by about EUR 40 million in 2020), the largest part for institutions implementing programs at the level of basic education, and the increase in private expenditure on educational institutions (about EUR 72 million in 2020), mainly at the levels of upper secondary and tertiary education.
