Accurate main activity – the key to high-quality data
An accurately declared main activity ensures high-quality administrative and statistical data.
A business entity can engage in one or more activities, but only one is considered its main activity
The main activity of a business entity is one of the key data recorded in the Business Register of Slovenia (PRS). It is determined in line with the Standard Classification of Activities (SKD), the Slovenian statistical standard used for classifying business entities and their units by activity in various statistical and administrative databases. The SKD is based on the European statistical classification of economic activities (NACE).
To register a main activity in the PRS, certain criteria must be met. The main activity can be either one of the registered activities or one that is specified by the law or regulation under which the business entity is established. The main activity of a business entity should be the activity that contributes the most to the total value added. If data on value added are not available, the main activity shall be the one generating the highest value of sales or turnover, or the one employing the largest number of persons.
Multi-purpose management of the main activity
The centralised management and maintenance of main activity by the SKD (NACE) in the PRS – which provides official, public and up-to-date information on all business entities engaged in profit or non-profit activities in Slovenia – enable efficient multipurpose data monitoring for all users of the business register in the country and ensures its internationally comparability.
The PRS is also a key source for managing and maintaining the Statistical Business Register (SPRS), which provides input data for business and social statistics, price and national accounts statistics, agricultural statistics and other multi-domain statistics, as well as for compiling sampling frames and address books for surveys covering business enterprises. The SPRS takes activities from the PRS, except for important units where statistical data suggest that a different classification by type of main activity would be more appropriate for statistical purpose.
Main activity management according to the new SKD 2025
On 1 January 2025, the new classification SKD 2025 entered into force, and replaced SKD 20081. The conversion of activities from SKD 2008 to SKD 2025 in the PRS has been done automatically in cooperation with business entities. The conversion procedure is detailed on the AJPES portal (available in Slovenian only). As SKD 2025 brings changes (particularly in sections of trade, and information and communication activities), it is essential for business entities to review their activities in the PRS and in their acts of establishment and to comply with the revised classification in a timely manner.
The double recording of activities for statistical purposes was implemented in the SPRS upon the introduction of SKD 2025. This double recording will be ensured until 2029, when the transition to SKD 2025 in statistical surveys (available in Slovenian only) will be completed. During the transition, data in statistical surveys will still be collected, processed and published according to SKD 2008.
First version of conversion matrices available
The first version of the conversion matrices is available and will be subject to further updates. The conversion matrices show the proportions of each activity as converted from SKD 2008 to SKD 2025 and vice versa, in terms of the number of units, the number of employees and self-employed persons, and turnover. The conversion matrices are calculated on the basis of the available SPRS data for three types of units: enterprises, local kind-of-activity units and local kind-of-activity units without a head office. They are accessible on the SURS website (Economic Classifications, SKD – Standard Classification of Activities, Conversion matrices), where more information about the SKD is available.
