General government generated a deficit
The deficit of the general government amounted to EUR 390 million or 2.3% of GDP, and consolidated general government gross debt to EUR 45,468 million or 69.6% of GDP.
Total revenue grew more than total expenditure
In the second quarter of 2024, general government generated a deficit of EUR 390 million or 2.3% of GDP.
Despite the deficit, the growth of total revenue was 1.0 percentage point higher than the growth of total expenditure. In the first half of 2024, general government generated a deficit of EUR 613 million.
Revenue growth affected the most by social contributions
Total general government revenue grew for the fourteenth consecutive quarter. It amounted to EUR 7,545 million. Compared to the same quarter of 2023, it increased by EUR 562 million or 8.1%. In the first half of 2024, total general government revenue was EUR 1,189 million or 8.9% higher than in the first half of 2023.
In nominal terms, total revenue was increased the most by social contributions, which is the result of implementation of compulsory health contribution. Compared to the second quarter of 2023, social contributions went up by EUR 343 million or 13.7%. Tax revenue increased by EUR 218 million or 6.5%. Of this, revenue from current taxes on income and wealth increased by EUR 157 million or 12.1%. Revenue from taxes on production and imports increased by EUR 62 million or 3.0%.
Revenue from interest grew for the tenth consecutive quarter, this time by EUR 35 million or 38.4%.
Total expenditure pushed up by social transfers in cash and in kind
Total general government expenditure amounted to EUR 7,935 million, which was EUR 526 million or 7.1% more than in the same quarter of 2023. In the first half of 2024, total general government expenditure increased by EUR 857 million or 6.0% compared to the first half of 2023.
In nominal terms, social transfers in cash and in kind increased the most. They were EUR 395 million or 13.6% higher than in the same quarter of 2023. Intermediate consumption increased by EUR 169 million or 16.6%.
Gross fixed capital formation fell by EUR 96 million or 11.6%. Interest expenditure was higher by EUR 104 million or 53.9%.
Consolidated general government gross debt lower
At the end of the second quarter of 2024, consolidated general government gross debt amounted to EUR 45,468 million or 69.6% of GDP. Compared to the end of the previous quarter, it decreased by EUR 4 million. Debt in short-term securities decreased the most.
General government debt at the central level was estimated at EUR 44,591 million or 68.2% of GDP, and at the local level at EUR 1,095 million or 1.7% of GDP.
Social security funds did not record any debt at the end of the observed quarter.
